State Grid Secures Top "Super AI Leader Award" at 2025 World AI Conference

On July 26, the 2025 World AI Conference & High-Level Meeting on Global AI Governance opened in Shanghai, unveiling its top honor, the "Super AI Leader Award" (SAIL Award). State Grid Corporation of China (State Grid)'s project, "'AI + GUANGMING Large Model': Megacity Intelligent Energy Management Master" distinguished itself among 223 competing entries to claim the SAIL Award, marking it as the energy sector's sole recipient at the event. As an invited exhibitor, State Grid also showcased a range of artificial intelligence applications during the conference.

The SAIL Award recognizes globally acclaimed AI projects that demonstrate potential to enhance human well-being. Executed by State Grid Shanghai Electric Power Company, this winning project harnesses a power-sector-specific large language model, paired with four intelligent agents—prediction, transaction, regulation, and settlement. It empowers all facets of power and energy regulation while mobilizing load-side resources, including data centers, charging stations, air conditioners, and energy storage systems, to support the grid's stability and real-time balance. This project has enabled Shanghai to establish a citywide virtual power plant (VPP), generating economic benefits surpassing RMB 8 billion and reducing carbon emissions by an average of 510,000 tons annually. It implemented China's first reactive power demand response and low-carbon VPP precision control as well.
State Grid is at the forefront of innovatively integrating AI with energy and power, having developed and launched the GUANGMING power large model—a multi-modal industry model with hundreds of billions of parameters. Boasting the most extensive electric power knowledge, the most parameters, and unmatched professional capabilities, this model earned the highest "Excellence" certification from the China Academy of Information and Communications Technology and the China Electronics Standardization Institute. Functioning as a "super brain", it supports the headquarters and 27 provincial power companies. With a focus on applications, State Grid has formed the "6541" overall planning layout centered on the GUANGMING power large model, spanning over 600 scenarios across six business fields: planning and construction, grid operation, equipment management, operation control, customer service, and operational management, to drive the widespread adoption of AI.
At the conference's opening ceremony, the AI from China Benefits the World (2025) was released, spotlighting 12 Chinese AI products and technologies applied in Asia, Africa, South America, Europe, and beyond. State Grid's "China's 'Smart Butler' Assisting Efficient O&M and Inspections of the Brazilian Grid" was the only energy-sector case featured in this collection.
The conference has a parallel event–the Fifth BPAA Screening on Best Practices of Applied Algorithm–State Grid's "Intelligent Substation O&M Assistant Based on Brain-inspired Large Model", which was developed with Siji All-in-One Machine and GUANGMING Power Large Model. The project won second place in the AI + Sustainability category and ranked among the Global Top 5 in the finals, marking the company's best-ever result. Developed by State Grid Information & Telecommunication Group, this project enables autonomous task scheduling based on natural language, intelligent terminal regulation, and multi-modal equipment health assessment in substations, thereby advancing equipment management toward intelligent autonomous operation.
Under the conference theme "Global Solidarity in the AI Era," State Grid showcased 31 major achievements like the GUANGMING power large model in five exhibition zones—Prologue Hall, Original Technology, Applied Solutions, Ecosystem Development, and Future Prospects under the theme of "AI for New-Type Power System". These exhibits underscored the company's dedication to leveraging AI for innovative, high-quality grid development.

In State Grid's exhibition area, under the command of an engineer, a quadruped robot named Tianshu with two "arms" on its back alternated between lying down and striding forward, occasionally waving a "hand" in greeting. Tianshu excels at pinpointing intricate components like control panel indicators and is equipped with infrared thermometry for ambient temperature monitoring. Operational data demonstrates Tianshu's capacity to replace manual operations requiring 10-20 substation workers.

State Grid Shanghai Electric Power Company debuted the "Power AI Super Brain Locomotive," powered by the GUANGMING Power Large Model. By integrating nine self-developed composite intelligent agents with autonomous driving, Unmanned Aerial Vehicle, LiDAR, binocular camera, RFID, 5G, and BeiDou technology, this locomotive can efficiently and safely access production management system, unified grid mapping and other resources, to connect cloud intelligent agents and on-site intelligent equipment, and build a fully-autonomous operation chain of "environment perception, intelligent analysis, air-ground coordination, and precise execution". To date, this device has served power operations such as line inspection, material logistics, equipment troubleshooting, and construction monitoring, helping establish a world-class megacity distribution network.
